Missouri releases preliminary health insurance rates

The Missouri Department of Commerce and Insurance has released preliminary rate information for 2027 health plans in the state’s individual and small group markets, kicking off a public review process that will run through late summer.

Individual plans cover people who don’t get insurance through an employer, while small group plans serve businesses with between two and 50 employees.

The department is currently reviewing companies’ filings to make sure proposed rate changes are justified and comply with state and federal rules, which officials describe as an important early safeguard for consumers.

Available data only covers ACA-compliant plans; other plan info available later this year

For now, the data covers only Affordable Care Act-compliant major medical plans that will take effect in 2027. Rates for other health products will be posted later this year as they’re filed and reviewed.

Preliminary findings show that in the individual market, at least two insurers will offer plans. This applies to both on-exchange and off-exchange plans in every Missouri county.

In all, eight companies plan to continue selling coverage in the individual market, giving residents multiple options to choose from. In the small group market, four insurers are expected to offer plans off the exchange in 2027.

Missourians can see which carriers operate in their county by using the department’s online health insurance market map. They can also view proposed rates. In addition, they can learn more about the rate review process on the department’s health rate filings webpage.

“While our review process is ongoing and final rates are subject to change, we encourage Missourians to start exploring their options now,” DCI Director Angela Nelson said in a news release.

The department is accepting public comments on the proposed rates through August 31. It expects to complete its reviews and post final 2027 rates by October 31.

Under Missouri law, all health insurance rates must be filed with DCI for products sold in the state. It is part of the agency’s broader consumer protection role overseeing insurers, banks, credit unions, utilities and certain licensed professionals.
