HILLSBORO -- While Montgomery County Board chairman Evan Young has 60 days from Tuesday, Nov. 3 to nominate a new replacement, Republicans in the county central committee already has someone in mind. SPRINGFIELD -- A Hillsboro man has admitted to enticing a 16-year-old minor for sexually explicit content. Andrew B. Collins, 32, of Hillsboro, made the admission during a change-of-plea hearing Friday.
